UPDATED: Preliminary Motion for Banner Apartments Approved

The trustees recommended paperwork for four zoning requests and approved two maintenance contracts at Monday night's meeting.

Banner Acquisitions was granted preliminary PUD approval for a 60-unit fixed income senior housing facility at 3060 and 3080 Ogden Ave.

Banner was a request to build a 90-unit complex in November, but re-approached the trustees with a last month. The group’s attorney, Russell G. Whitaker, reviewed size reductions, funding and retaining green space on the property.

They also addressed one matter that had gone unanswered: would Lisle residents receive housing preference over those of nearby towns? According to Whitaker, no. While he said they were open to the possibility, stipulations of the HOME Investment Partnership federal grant prohibit any preferential treatment.

Several residents spoke against the project, citing some of the following concerns:

  • lowered property values of single family homes in the area
  • an increase in pedestrian and auto traffic through the neighborhood and roads that feed onto Ogden Avenue
  • flooding and drainage issues
  • amount of green space on the property, and acting as a buffer between single family homes
  • the ability of the facility to attract enough residents

Where will they go from here? According to Budzikowski, the project requires final approval from the board for engineering, plats and landscaping before they go ahead with development. The developers will ensure their sources of federal funding and tax credits are approved.

Because this project underwent a public hearing during its original proposal, Budzikowski said the project will only re-enter the process if the final plan deviates from what was approved this week. Otherwise, Banner will present the final plan for approval to both the planning and zoning committee and trustees at regular meetings.

Building code revisions for shared office space
Trustees motioned to approve final action on a revision to the building code that accommodates shared office spaces.

Daniel O’Toole of Time, Spaces and Places Inc., approached the trustees with a request for a building code appeal in converting a 3,100 square foot commercial space at 1111 Burlington Ave. into a crop of shared offices. The building code revisions set guidelines including types of use, size, entry points and ventilation standards. Current codes require that tenant spaces have at least one-hour approved fire resistance rating.

Community development director Tony Budzikowski said the revisions will ensure that a standard of fire safety is maintained. He added that the trustees could reevaluate these changes in the future as requests for similar projects come in. The item will appear on the Feb. 21 agenda.

 

O'Reilly Auto Parts
The trustees motioned to prepare documents for a plat of easement request for O’Reilly Auto Parts at 1909 Ogden Ave.

 

New salon to come to downtown
Trustees also recommended to prepare documents for a special use permit for Lizzie’s Loving Touch Hair Salon at 4711 Main St., in the Family Square Shopping Center.

 

Street rehabilitation contract approved
James D. Fiala Paving Co. was contracted to perform street rehabilitation for $1.5 million (see the full list of estimated prepares from the Illinois Department of Transportation, sans block numbers, are listed in the village packet). Five companies submitted offers, with the engineer’s estimate set at nearly $1.8 million.

 

Village extends maintenance contract for plant bed work
Clarendon Hills’ T.L.C. Group will continue to maintain plant beds at the village hall, police department, commuter lots, PrairieWalk Pond, Main Street and other related gateways for another year. This is the second one-year extension the trustees have granted them. According to documents provided by the village, there is no increase in work rates from 2010-2011.

 

Rollover of CVB funds approved
The trustees approved a $23,000 rollover to secure unspecified events in the coming year. Funds have been applied to four events ranging from September 2010 – August 2011. Former CBV director Priscilla Tomei requested a $12,000 rollover of the remaining funds to secure pending events into the next year.
