Jonathan J. Scruggs, 20, 0N061 Evans Ave., Wheaton, was charged with possession of marijuana and possession of drug paraphernalia at 10:48 p.m. Dec. 21 in the 5000 block of Lincoln Avenue, Lisle police said.
